South Floridians have an opposite scenario facing historic wood windows than many people up north are used to. From what I understand, up there, keeping cold air out is critical. Down here, its so hot that it would help us to get cold air in. The way we save money with our windows down here is to get the tops working, let the hot air out and get the air circulating. If our historic wood windows worked, we'd cut the need for our A/C down considerably, thus saving energy.
